State Department of Transportation Announces Public Arts Competition
Rochester, NY, October 26, 2001- In Conjunction with its Western Gateway Project The New York State Department of Transportation (NYSDOT) is pleased to announce a request for proposals and invite New York State residents who reside in the Western New York area (Syracuse and west) to submit designs for arts elements for installation in conjunction with the I-490 Western Gateway reconstruction project, Interstate 490 from the Erie Canal to the Genesee River, slated to begin next year. Two Design Competitions are being planned.
The first competition will choose a design or designs and install enhancements to noise barrier panels (focus panels) at three locations adjacent to Interstate I-490. The second competition will choose a design or designs and install enhancements to bridge pylons at the Ames, Child and Saxton Street bridges over I-490. The winning entries will be incorporated into the first of five construction contracts slated to begin next year. This initial contract will rehabilitate several bridges over I-490 and construct noise barriers between Ames Street and Grape Street.
An informational meeting will be held on Saturday November 10, 2001 from 10:00 a.m. - 12:00 p.m. in the Kate Gleason Auditorium at the Bausch and Lomb Library Building, 115 South Avenue., Rochester, New York. All submissions are due on December 10 by 5:00 P.M. Applicants must be at least 18, college Students are considered residents and are encouraged to apply.
"The visual characteristics of this corridor can shape and leave a lasting impression upon those who live, work and commute on and adjacent to the western gateway," Regional Director Charles E. Moynihan said. "We are pleased to offer the opportunity to incorporate artwork into a State transporation project."

Memorial Celebration for Patricia E. Fulton, Executive Director of Arts Reach
Patricia E. Fulton, Executive Director of Arts reach, Inc. passed away on Tuesday, October 23. She will be missed by all those she touched with her passionate dedication to making the magic of the arts available for all of our community.
A memorial celebration will be held on Thursday, November 15, 2001 at 7:00 pm at the Shults Center of Nazareth College, 4245 East Avenue Rochester, NY. A tribute presentation by Artist Friends and reception will follow immediately after the memorial.
Mrs. Fulton served as Arts Reach Director since 1989. Founded in 1981, Arts Reach Inc. is a not-for-profit agency designed to enable persons with special needs to enhance their quality of life through access to the arts. Under Mrs. Fulton's guidance, Arts Reach has served a substantial list of member human service agencies in Monroe and surrounding counties. Arts Reach provides programs including: Arts-On-Site, Community Partners, Creative Arts Therapy Services (CATS), Special Arts for Special Students, Seniors Out and About in Rochester (SOAR), and Special Visitors. Mrs. Fulton was also instrumental in the establishment of PAINTS (Providing Art Instruction to Neglected and troubled Students) serving youth under adjudication, and has championed the development of a community art center with North East Area Development.
Mrs. Fulton was an alumna of Nazareth College and received her Masters in Applied Mathematics and Computers at Colorado State University. She was a faculty member at CSU. She served as a volunteer at Arts for Greater Rochester until joining the Arts Reach staff.
Mrs. Fulton is survived by her husband David, children Mary, Kathleen, Ellen and David, sister Anne Sawyko, several grandchildren, nieces and nephews.
